Ministry of Water Resources: In promoting the construction of a digital twin water conservancy system, the focus is on monitoring perception, mathematical model construction, and business applications.
According to China Net, Zhang Xiangwei, Director of the Planning Department of the Ministry of Water Resources, stated at a press conference today that digitization, networking, and intelligence are the future trends and development directions. Since the 14th Five-Year Plan, the water resources department has planned and promoted the construction of a digital twin water resources system, including digital twin basins, digital twin water networks, and digital twin water projects, effectively empowering basin flood control, water resource management and allocation, strengthening the functions of forecasting, warning, scenario simulation, and planning, and becoming a significant symbol of promoting the development of new productive forces in the water resources industry. In promoting the construction of the digital twin water resources system, the Ministry of Water Resources focuses on monitoring and perception, mathematical model construction, and business applications.
In terms of monitoring and perception, since the 14th Five-Year Plan, efforts have been made to accelerate the construction of an integrated monitoring and perception system for the sky, land, and water, greatly enhancing the comprehensive perception capabilities of water physical objects, and providing dynamic real-time information support for the monitoring and prevention of safety risks in water projects and the construction and operation of the digital twin water resources system. In terms of mathematical models, based on the precise mapping of the digital twin water resources system, virtual-to-reality interactions, and the realization of forecasting functions, efforts are being made to accelerate the construction of a high-fidelity digital flow field simulation mathematical model system, and to support decision-making for water disaster defense and unified joint scheduling of basin water projects through the application of forward-reverse-forward inference. In terms of business applications, starting from actual needs and guided by utility, efforts are being made to promote the construction of digital twin platforms covering various business applications at all levels. Currently, the flood forecasting period for major rivers in China has been extended from 3 days to 10 days, providing strong support for successfully resisting the largest floods since 1915 in the Beijiang River Basin in the Pearl River Basin, and the "23.7" flood in the Haihe River Basin. Monitoring warnings have been achieved at 268 key ecological flow control sections of rivers and lakes nationwide. The digital twin South-to-North Water Diversion provides real-time reflections of engineering conditions and dynamic optimization scheduling, providing strong guarantees for the safety, water supply, and water quality of the South-to-North Water Diversion Project.
