Due to a shortage of foreign components, Russian commercial aircraft deliveries are difficult.

According to data from the Swiss aviation intelligence agency ch-aviation, Russian aircraft manufacturers plan to deliver 15 commercial aircraft by 2025, but currently only 1 has been delivered. The reason for the delay is due to sanctions related to foreign components causing production delays, and high interest rates suppressing investment enthusiasm. Since the outbreak of the Russia-Ukraine conflict in February 2022, Western sanctions have cut off Russia's channels for purchasing foreign-made aircraft and components. Russian airlines operate a fleet of over 700 aircraft, mainly composed of Airbus and Boeing aircraft, currently relying on complex indirect import channels to obtain key components. As the largest country in the world by land area, Russia spans 11 time zones and has a strong reliance on commercial aviation for both cargo and passenger transportation. Recent major incidents have also highlighted the urgency of maintaining the existing fleet.
