On the 2nd, the US Department of State announced its approval to sell F-16 fighter jet spare parts and provide training, maintenance, and other support services to Ukraine. According to US media reports, the total cost of this $3.105 billion deal will be used as American investment and factored into the mineral development fund that the US and Ukraine plan to establish under the mineral agreement. Cui Hongjian, a professor at the Institute of Regional and Global Governance at Beijing Foreign Studies University, said that under the current mineral agreement, Ukraine, as opposed to before, has a more specific and realistic demand, which is to potentially exchange mineral benefits with the US for weapons, including F-16 fighter jets. In other words, the US is conducting a trade based on future benefits for present reality, and this situation is already very clear and is now in the implementation phase. Whether the trade between the US and Ukraine will eventually materialize, and what problems need to be overcome during the implementation process, especially in terms of Russia's reaction, all of these factors may still affect the specific details of the cooperation between the US and Ukraine in terms of the so-called "mineral agreement and US military weapons sales".
