On September 28, local time, Iranian Foreign Minister Zarif wrote to the foreign ministers of several countries, refuting the attempts of the United States, the United Kingdom, France, and Germany to restore the resolutions of the United Nations Security Council on the Iranian nuclear issue that have already been scrapped through the so-called "snapback mechanism," calling this practice illegal and unfounded. In his letter to the foreign ministers of various countries, Zarif emphasized that the claims of the United States, the United Kingdom, France, and Germany are unfounded and completely invalid, with no legal basis. Zarif pointed out that such actions not only contradict the text and spirit of Security Council Resolution 2231, but also seriously undermine the status of the Security Council and the credibility of multilateral diplomacy. Zarif pointed out in the letter that Security Council Resolution 2231 was adopted unanimously, clearly terminating all previous resolutions on the Iranian nuclear issue and specifying that the relevant restrictions will expire permanently on October 18, 2025. No country or group of countries has the right to unilaterally amend or reinterpret this resolution. He stressed that the United States has unilaterally withdrawn from the nuclear agreement with Iran, and the three European countries have long violated their commitments, therefore they are not eligible to invoke Resolution 2231. The substantive claims of the United States and Europe are essentially rewriting international law, exploiting the United Nations, seriously undermining the status of the Security Council, and undermining the international non-proliferation system.
