The Fourth Mobile Network High-Quality Development Forum will be held in Beijing in 2025.

On September 25, 2025, the "4th Mobile Network High-Quality Development Forum of 2025" was held in Beijing. This forum focused on the theme of "Deepening Signal Upgrading, Building the Foundation for a Smart Future", aiming to promote the deepening and implementation of the "Signal Upgrading" special action, continuously build a high-quality mobile network, enhance the quality of digital life for users, empower the digital transformation of key industries, and work together to build a smart future. Zhao Ce, deputy director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, pointed out that China has built the world's largest and technologically advanced information and communication network, with over 4.646 million 5G base stations and continuous deepening of coverage in key areas. In order to better meet the high-quality network needs of the people, he made three suggestions: firstly, adhere to demand-oriented development, deepen network coverage, focus on key scenarios to accelerate network construction and upgrade, and expand coverage breadth and depth; secondly, adhere to integrated innovation, optimize user experience, promote the large-scale application of new technologies such as 5G-A, create high-quality networks, introduce artificial intelligence to improve operational intelligence; thirdly, adhere to coordinated linkage, strengthen element guarantee, promote cross-departmental coordination, supervise the implementation of mobile communication infrastructure standards for buildings, strengthen resource guarantee and open sharing, promote the "Signal Upgrading" special action to improve quality and efficiency, and consolidate and enhance China's competitive advantage and leading position in the information and communication industry.
