Implementation Measures for the People's Republic of China Anti-Telecom Network Fraud Law in Zhejiang Province will be implemented starting from December 1, 2025.

Tian Menghai, Director of the Legal Work Committee of the Standing Committee of Zhejiang Provincial People's Congress, introduced that this implementation measure is the first local regulation in the field of anti-fraud in the country. The implementation measures propose specifying responsibilities and obligations, and improving the anti-fraud governance system. Among them, it requires relevant departments and units to strengthen work cooperation, stipulating that the provincial public security organs should promote inter-provincial cooperation, and work with relevant departments to establish and improve the "96110" operation mechanism.
