New regulations for greenhouse gas emissions are in place! The "Specification for Carbon Measurement Review of Key Emission Units" has been released.

Recently, the State Administration for Market Regulation issued the "Regulations for Carbon Measurement Review of Key Emission Units," which will be implemented starting March 8th next year. This marks a clear and uniform measurement review standard for the carbon measurement work of key emitting units in China, which will effectively promote and guide the construction of the carbon measurement system for key emitting units, and significantly improve the level of carbon measurement capabilities. This measurement review standard regulates the carbon emission measurement management, measurement personnel, measurement instruments, measurement data, and other aspects of key emitting units. It specifies that the scope of carbon emission measurement includes greenhouse gas emissions from the combustion of fossil fuels, greenhouse gas emissions from processes such as production and waste disposal, and greenhouse gas emissions caused by the net purchase of electricity and heat consumption. In the 2025 Government Work Report, it was proposed to "actively and steadily promote carbon peaking and carbon neutrality," and the accuracy, consistency, and reliability of carbon emission data are important foundations to support the statistical accounting system for carbon emission reduction and to ensure the healthy operation of the carbon emission trading market. The formal release and implementation of this measurement review standard is a key measure for China to establish a sound carbon peaking and carbon neutrality standard measurement system, providing a clear "roadmap" for the carbon measurement management work of key emitting units, and ensuring solid data protection for fair and just trading in the carbon emission rights market, ultimately helping to achieve the goal of carbon peaking and carbon neutrality.
