Recently, the Ministry of Industry and Information Technology, in conjunction with the National Development and Reform Commission, issued the "Guidelines for High-Quality Development of Industrial Parks," guiding industrial parks to develop their characteristics, intensification, digitalization, greenization, and standardization. First, strengthen characteristic advantageous industries. Promote the transformation and upgrading of traditional industries, actively cultivate and expand new tracks and new dynamics, focus on building dominant industries with prominent characteristics and advantages, and significant benefits, avoiding homogenized competition, with no more than 3 dominant industries in principle. Second, improve the governance of park space. Promote intensive land use, optimize the layout of park space, explore long-term leasing, "leasing before leasing out," and "industrial up-floor" methods to expand industrial development space. Third, cultivate the main body of park enterprises. Support leading enterprises to play a leading role and drive the promotion of small and medium-sized enterprises to become refined and specialized in specific fields and integrate into the supply chain system of leading enterprises. Fourth, enhance industrial technology innovation capability. Encourage qualified parks to build national technology innovation centers, national manufacturing innovation centers, and other high-level innovation carriers, deepen innovation cooperation with national high-tech zones, and national-level economic development zones. Fifth, promote the deep integration of industry and digital economy.
