Ministry of Ecology and Environment: During the "14th Five-Year Plan" period, the number of environmental impact assessments for national "two-high" projects continued to decrease.

On September 19th, Minister of Ecology and Environment Huang Runqiu stated at a press conference of the State Council Information Office that China's economic and social development has entered a stage of accelerating towards green, low-carbon, and high-quality development. This requires us to promote ecological priority and high-quality development with a high level of protection. In recent years, the Ministry of Ecology and Environment has established an effective policy system focusing on promoting new productive forces through high-level protection, including standards, precise supervision, environmental impact assessment reforms, and green finance. During the 14th Five-Year Plan period, the number of environmental impact assessments for national "two high" projects has continued to decline, while the number of assessments for wind power and new energy vehicle projects has increased. In the first half of 2025, the number of environmental impact assessments for these two types of projects increased by 44.4% and 31.3% respectively. Preliminary statistics show that since the 14th Five-Year Plan, the Ministry of Ecology and Environment has approved 14,600 environmental impact assessment documents for high-tech industrial projects in the electronic information manufacturing sector, involving a total investment of 6.28 trillion yuan, providing strong guarantees for the development of new productive forces.
