The Ministry of Commerce and 9 other departments have issued a notice on promoting the construction and expansion of the "15-minute convenient living circle" in cities, emphasizing the development of elderly service formats as a priority. This includes making elderly care services an essential part of the convenient living circle, as well as important considerations for pilot selection, construction, and evaluation work. By relying on the construction of the convenient living circle, the goal is to fill in the gaps in elderly care facilities, integrate surrounding facilities and resources, expand the effective supply of community elderly care services, and explore the creation of intergenerational integration projects.
Promoting the integrated development of "housekeeping + elderly care," supporting close cooperation between housekeeping service enterprises and community elderly care service institutions. Encouraging eligible living circles to establish professional elderly care institutions, expanding the supply of inclusive elderly care services, strengthening care services for disabled and elderly people with disabilities, promoting the extension of professional services to home-based and community-based care, and providing professional care, day care, rehabilitation nursing, home services, spiritual comfort, accompanying diagnosis assistances, etc.
By leveraging community commercial centers and neighborhoods, encouraging the concentration of functions such as elderly meal assistance, reading, social leisure, health therapy, elderly product sales, rehabilitation equipment purchase and rental services, etc., to create a "silver street." Encouraging the promotion of elderly tourism trains, cruise travel, residential health care in communities, smart elderly care equipment, robot assistance, and smart health management in communities.
Accelerating the development of childcare service formats. Increasing the supply of public daycare spaces through multiple channels, developing community-based and family-based childcare points, supporting eligible kindergartens to extend the development of childcare services, and improving the coverage of inclusive childcare. Encouraging community commercial complexes and supermarkets to carry out child-friendly transformations and build mother and baby facilities. Setting up children's activity places according to local conditions, developing children's bookstores, IP parks, childcare centers, parent-child restaurants, youth sports centers based on community commercial centers and neighborhoods, to create a "Childhood Paradise". Strengthening the quality supervision of children's goods and services.
