Beijing releases upper and lower limits on the social security contribution base for 2025.
On September 18, the Beijing Municipal Human Resources and Social Security Bureau, Beijing Municipal Medical Insurance Bureau, and Beijing Municipal Taxation Bureau jointly issued the "Notice on the Upper and Lower Limits of Social Insurance Contribution Base for the year 2025," specifying that starting from July 2025, the maximum monthly contribution base for basic pension insurance, unemployment insurance, work-related injury insurance, and employee basic medical insurance for enterprise employees in this city will be 35,811 yuan, with a minimum of 7,162 yuan. Individuals who participate in basic pension insurance and unemployment insurance as individuals through the social insurance agency such as the city and district human resources public service center, as well as individuals who participate in basic pension insurance and unemployment insurance through the street convenience service center, can choose a contribution base between the lower and upper limits of the enterprise employees' pension insurance contribution base. The monthly contributions for individuals who choose the upper limit for basic pension insurance are 7,162.2 yuan and 358.11 yuan for unemployment insurance, while those who choose the lower limit will pay 1,432.4 yuan for basic pension insurance and 71.62 yuan for unemployment insurance. Additionally, the monthly contribution for employee basic medical insurance is 584.92 yuan. Any shortfall resulting from the adjustment of the contribution base limits for insured units and their employees will be processed in October 2025 without the need for the unit to apply for it. Units that complete the shortfall payment by the end of December 2025 will not be charged late fees. For individuals who participate in insurance as individuals, the payment of the shortfall resulting from the adjustment of the contribution base during the tax period from October to December 2025 will be considered timely and complete, without affecting their personal rights.
