The case of Li Chuanliang illegally obtaining over 3.1 billion yuan in proceeds from the crime was sentenced in the first instance.

On September 17, 2025, the Mudanjiang Intermediate People's Court in Heilongjiang Province publicly announced the verdict of the case involving the confiscation of illegal gains of the criminal suspect Li Chuanliang. It was ruled that the illegal gains and interest obtained through embezzlement, bribery, misappropriation of public funds, and abuse of power belonged to Li Chuanliang. The Mudanjiang Intermediate People's Court, after reviewing the case, found evidence that the criminal suspect Li Chuanliang used his positions as the director of the Finance Bureau of Jixi City and the deputy mayor of Jixi City in Heilongjiang Province to commit crimes of embezzlement, bribery, misappropriation of public funds, and abuse of power, and then fled overseas. After being on the run for a year, he did not surrender. The prosecuting agencies applied for the confiscation of cash, real estate, company equity, and other properties in the case, as well as the interest arising from the illegal gains, which should be confiscated according to law. The objections and claims of the related parties did not stand. The court therefore made the above ruling. The Mudanjiang Intermediate People's Court accepted the case after filing and issued a public notice according to law. During the six-month notice period, Li Chuanliang's daughter Li Jiyang, and other relevant parties like Hu Guizhi who claimed property rights, applied to participate in the lawsuit. From August 11 to 13, 2025, the Mudanjiang Intermediate People's Court held a public hearing on the case, with Hu Guizhi and five other relevant parties, as well as all the representatives of the relevant parties, attending and expressing their opinions. Over 30 people, including National People's Congress deputies, CPPCC members, and members of the public, attended the court hearing as observers.
