Recently, the Fujian Provincial Committee of the Communist Party of China and the People's Government of Fujian Province issued the "Action Plan for Accelerating the Comprehensive Green Transformation of Fujian's Economic and Social Development". The plan proposes deepening the construction of market-based mechanisms for green transformation. It also promotes the construction of a carbon emission rights trading market in Fujian Province. In addition, it will deepen the reform of the system of compensated use of natural resources assets and support Fuzhou in accelerating the reform of market-based allocation of marine resource elements, and explore the establishment of a marine resource trading platform.
