The Ministry of Industry and Information Technology and seven other departments have issued the "Work Plan for Stabilizing Growth in the Automotive Industry (2025-2026)". The plan points out the need to accelerate the comprehensive marketization of new energy vehicles. Efforts will be made to promote the comprehensive electrification of vehicles in public areas through pilot projects in 25 pilot cities, with over 700,000 new energy vehicles in areas such as urban public transportation, taxis, and logistics delivery. Continued efforts will be made to organize new energy vehicle promotion activities in rural areas and pilot projects to improve the level of electrification of vehicles for rural residents. Initiatives will be actively carried out to promote the demonstration and application of fuel cell vehicles, and to promote the large-scale application of fuel cell commercial vehicles for medium and heavy-duty long-distance transportation. Guidelines will be formulated to promote the development of battery swapping models to meet diverse market demands. Reforms will be deepened in new energy vehicle insurance to optimize the benchmark premium rates for commercial vehicle insurance. The implementation of favorable policies for the exemption of new energy vehicle purchase taxes and vehicle taxes will be ensured to guarantee a smooth and orderly transition.
