Eight departments: Accelerate the comprehensive marketization expansion of new energy vehicles.
The Ministry of Industry and Information Technology and other eight departments have issued the "Work Plan for Stabilizing Growth in the Automobile Industry." The plan points out the need to accelerate the comprehensive marketization of new energy vehicles. Efforts will be made to promote the comprehensive electrification of vehicles in the public sector as a pilot program, and to promote the adoption of over 700,000 new energy vehicles in 25 pilot cities in areas such as urban public transportation, taxis, and logistics. Continuous efforts will be made to organize activities promoting new energy vehicles in rural areas and pilot projects for charging infrastructure, in order to increase the level of electrification of vehicles used by rural residents. Active measures will be taken to promote the demonstration and application of fuel cell vehicles, and to promote the large-scale application of fuel cell commercial vehicles for medium and heavy-duty long-distance transportation. Guidelines will be formulated to promote the development of battery swap mode to meet diverse market demands. Reforms will be deepened in the insurance industry for new energy vehicles, and commercial insurance premium rates will be optimized. Preferential policies for exemption from vehicle purchase taxes and vehicle and vessel taxes for new energy vehicles will be implemented to ensure a smooth and orderly transition.
