Foreign banks that have traditionally focused on corporate banking are quietly laying out their plans in the Chinese consumer loan market - the recently disclosed list of internet loan cooperation undoubtedly outlines the trajectory of foreign banks expanding their localization strategies. "Notice on Strengthening the Management of Commercial Banks' Internet Loan Assistance Business to Enhance the Quality and Efficiency of Financial Services" will officially take effect on October 1, 2025. In the eve of the new regulations on assistance loans, many foreign banks operating in China, such as Hana Bank, Far Eastern International Bank, Standard Chartered Bank, have also posted on their official websites a list of internet loan cooperation institutions. "These lists not only reveal the strategic layout of foreign banks in the Chinese consumer credit market but also reflect the comprehensive regulation of internet loan business by Chinese financial regulators," said a banking industry analyst.
