Beijing: Regular private car indicators can be switched between purchasing fuel vehicles or new energy vehicles unlimited times.

On September 8th, the Beijing small passenger car quota control management system website issued a document stating that the city supports the purchase of new energy small passenger cars with ordinary small passenger car quotas. According to Article 29 of the "Implementation Rules (revised in 2025)", owners of new energy small passenger cars purchased with ordinary small passenger car quotas can apply for ordinary small passenger car renewal quotas after selling or scrapping their vehicles. According to this provision, ordinary quotas can be switched between purchasing fuel vehicles or new energy vehicles without any limit. Citizens holding ordinary small passenger car quotas can freely choose to purchase fuel small passenger cars, pure electric small passenger cars, plug-in hybrid small passenger cars, and fuel cell small passenger cars, etc. Owners of the above types of small passenger cars purchased with ordinary small passenger car quotas can still renew their quotas to ordinary small passenger car quotas after selling or scrapping their vehicles, with no limit on the number of times they can do so.
