High-quality incubators are an important part of Shanghai's efforts to build a more competitive innovation ecosystem and cultivate and create innovative "nuclei". Shanghai will continue to optimize policy supply, take more practical and effective measures, actively promote incubation model innovation and full-chain empowerment, strengthen the layout and cultivation of high-quality incubators, enhance the linkage between science and technology and finance, support the cultivation of high-level incubation talents, and give full play to the pivotal role of high-quality incubators. The meeting emphasized that all departments should work together, establish a normalized communication mechanism between government and enterprises, fully support the improvement and growth of the abilities of private incubators, drive more innovative "golden seeds" to take root and grow, and contribute more wisdom and strength to Shanghai's efforts to accelerate the construction of a globally influential highland of scientific and technological innovation. The meeting required that the two levels of industry and commerce federations in the city and districts should further play the role of a bridge and assistant, deepen cooperation with relevant departments, give full play to the role of platform mechanisms, create a better environment, further improve the level of service to enterprises, effectively stimulate the internal power and innovation vitality of technology enterprises.
