National Development and Reform Commission: The proportion of winning projects from private enterprises in the period from January to July reached 76%.
The National Development and Reform Commission held a press conference in August today. At the meeting, the spokesperson stated that, in response to the problems in the bidding and tendering market, the National Development and Reform Commission, in collaboration with relevant parties, is accelerating the reform of the bidding and tendering system. Positive results have been achieved so far.
It was introduced that in terms of institutional construction, the bidding and tendering rules have been further optimized. Currently, China has revised and abolished more than 500 policy documents that violate fair competition, focusing on eliminating local protection, market segmentation, and ownership discrimination in the bidding and tendering area.
In terms of promoting digital intelligence empowerment, the efficiency and transparency of bidding and tendering have been further improved. The implementation of "sunny transactions" and the comprehensive electronic process of bidding and tendering have been carried out. From January to July this year, 120,000 bidding plan announcements were released, and 48,000 bidding documents were publicly disclosed in advance. Remote evaluation and "double-blind" review reform have also been promoted, which means expert reviewers are selected randomly and the technical aspects are reviewed blindly.
In terms of industry governance, a strong crackdown on bidding collusion activities has been implemented, and a number of professional criminal groups have been dismantled. Illegal evaluation activities have been strictly cracked down, with a national evaluation expert cleanup organized. Since 2024, 38,000 illegal experts have been removed from the database, and all proven illegal experts in various regions have been "cleared".
Currently, the bidding and tendering reform is steadily progressing, with outstanding issues facing business entities gradually being resolved, especially private enterprises are more actively participating in bidding and tendering. From January to July this year, 366,000 private enterprises won bids in the field of construction projects, an increase of 11.9% year-on-year; the proportion of projects awarded to private enterprises reached 76%.
