The opinions point out the need to enhance the level of cities' openness and cooperation. They aim to optimize the open environment and services of cities, creating an international urban living space. They seek to build internationally integrated transportation hub cities. They support cities with the conditions to undertake major foreign affairs and diplomatic activities, attracting influential international organizations to settle. Combining high-quality construction of the "Belt and Road Initiative," they plan to construct a number of international gateway hub cities and regional open node cities. They will strengthen international exchange and cooperation in the field of habitat, continuously enhance the influence of World Cities Day and the Global Sustainable Development Cities Award.
