Changsha reports administrative penalties for underground surrogacy agencies: the highest fine is 130 million.

On May 12, 2025, reporters reported on two illegal surrogacy agencies in Changsha County and Kaifu District in Changsha City, Hunan Province. On August 23, reporters learned from the official website of the People's Government of Kaifu District in Changsha City that a total of 4 cases were filed in relation to this incident, and administrative penalties were imposed on 5 people involved. Among them, two operators had their drugs and equipment confiscated, illegal gains confiscated amounting to 1.679 million yuan, and fined 25.185 million yuan; one doctor was warned, had illegal gains confiscated amounting to 117,500 yuan, fined 30,000 yuan, and had their practice suspended for one year; one nurse had illegal gains confiscated amounting to 60,000 yuan; and one laboratory staff member had illegal gains confiscated amounting to 10,000 yuan. Changsha County also took legal measures against the illegal surrogacy agencies and individuals involved: a total of 9 cases were filed in Changsha County, and administrative penalties were imposed on 13 people involved. Among them, 4 operators had their drugs and equipment confiscated, illegal gains confiscated amounting to 8.855 million yuan, and fined 132.825 million yuan; 4 non-doctors practicing medicine had their illegal gains confiscated totaling 2.8269 million yuan, fined 19.7883 million yuan; one doctor was warned, had illegal gains confiscated amounting to 157,500 yuan, fined 30,000 yuan, and had their practice suspended for one year; and 4 auxiliary staff members had their illegal gains confiscated totaling 598.2 thousand yuan.
