Grassroots work is multifaceted and extensive, with countless tasks, some of which exceed the capacity of the grassroots to handle. The Third Plenary Session of the 20th Central Committee of the Communist Party of China deployed the comprehensive establishment of a list of responsibilities for townships and streets, and the improvement of long-term mechanisms to reduce burdens for grassroots levels. Currently, the task list compilation work for the 38,000 townships and streets nationwide has been completed and achieved solid results. By the end of June 2025, the list of responsibilities for townships and streets has been completed and gradually made public.
