The Department of Commerce of Zhejiang Province and 7 other departments have issued the "Three-year Action Plan for Accelerating the Development of First Store Economy". It is mentioned that by 2027, the province will strive to add more than 2,000 urban brand-first stores, including 200 high-energy level first stores in the East China region; and build 50 or more first store concentration areas, first store incubation areas, and first store promotion areas. Support for counties with conditions to moderately carry out "advanced layout" and "super-level attraction", guide high-quality brand resources to extend downward to counties, drive local consumption upgrades and commercial upgrades. Encourage chain brands, regional leading enterprises, etc., to open first stores in counties relying on key comprehensive complexes, commercial districts, pedestrian streets, etc., to promote the development of first store concentration in counties and stimulate county consumption vitality. Strive to build 20 or more first store promotion areas in the province by 2027.
