The Ministry of Finance is increasing efforts to support the enhancement of the operational capacity and level of special education schools.
To implement the deployment requirements of the 19th National Congress of the Communist Party of China and the Third Plenum of the 20th Central Committee on strengthening the inclusive development of special education, the Ministry of Finance will further increase support for special education schools. In 2025, a total of 4.25 billion yuan will be allocated, an increase of 610 million yuan over the previous year, an increase of 16.8%.
First, increase the subsidy standards. In the spring semester of 2025, support local governments in raising the per capita public expenditure subsidy for special education schools and disabled students in inclusive education from 6,000 yuan per student per year to 7,000 yuan, benefiting approximately 910,000 disabled students. The required funds will be shared between the central and local governments according to the proportion.
Second, ensure funding in place. Provincial-level financial departments are required to play a coordinating role, urging and guiding municipal and county financial departments to allocate public expenditure funds in a timely and full manner, strictly prohibiting delayed disbursement of funds, embezzlement, diversion, or withholding of funds, ensuring the implementation of the policy to raise standards.
Third, improve hardware facilities. The Ministry of Finance will continue to allocate 500 million yuan in special education subsidy funds to support local governments in continuously improving the teaching conditions of special education schools, providing special education equipment and facilities, and promoting inclusive education.
Next, the Ministry of Finance will thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, support and guide local governments to further increase investment, optimize expenditure structure, gradually improve the level of funding guarantee for special education schools, enhance the school's educational capacity, and create favorable conditions for disabled children to receive high-quality education.
