According to data from the Swiss aviation intelligence agency ch-aviation, Russian aircraft manufacturers plan to deliver 15 commercial aircraft by 2025, but currently only 1 has been delivered. The reason for this is that sanctions related to foreign components have caused production delays, and high interest rates have dampened investment enthusiasm. Since the outbreak of the Russia-Ukraine conflict in February 2022, Western sanctions have cut off Russia's channels for purchasing foreign-made aircraft and components. The Russian airline fleet consists of over 700 aircraft, mainly composed of Airbus and Boeing aircraft, and currently relies on complex indirect import channels to obtain key components. As the largest country in terms of land area in the world, Russia spans 11 time zones and has a strong reliance on commercial aviation for both cargo and passenger transportation. A series of recent major accidents also highlight the urgency of maintaining the existing fleet.
