Keeping in mind the "14th Five-Year Plan," efforts should be made to plan and implement a number of strategic, foundational, and leading major projects, and to expedite the commencement of projects such as the Three Gorges waterway new channel, the Yangtze River-Hanshui River water diversion project, and the Fuyang-Huangshi high-speed railway, aiming to include more major projects in the national planning to build a stronger foundation for development.
