Three departments actively explore new modes of transportation and business development in rural transportation, promote the development of low-altitude economy.

The Ministry of Transport, the Ministry of Finance, and the Ministry of Natural Resources have issued the "Action Plan for Upgrading Rural Roads in the New Round", which proposes the promotion of transportation. Through comprehensive measures such as extending urban bus services to rural areas and transforming intercity bus services, the process of urbanizing passenger transportation in rural areas will be accelerated and the level of urban and rural passenger transportation services will be improved. A service system integrating rural passenger and freight transport will be established, and efforts will be made to promote the joint construction, sharing, and utilization of rural passenger and freight transport stations, routes, information, and mechanisms. The development and promotion of suitable vehicle models for integrated rural passenger and freight transport will facilitate rural residents' travel, freight logistics, and postal services in the "last mile". The exploration of new transportation methods and business models in the rural transportation sector will be actively promoted to stimulate the development of a low-altitude economy.
