Shanghai: By the end of 2025, all new energy internet electricity will participate in market transactions.
The Shanghai Development and Reform Commission has issued a notice regarding the implementation of market-oriented reforms for new energy grid-connected electricity prices in Shanghai. All grid-connected electricity from new energy sources will participate in market transactions. By the end of 2025, all grid-connected electricity from centralized photovoltaic, centralized wind power, distributed photovoltaic, decentralized wind power, biomass power generation, and other new energy projects in this city will enter the electricity market, forming grid-connected electricity prices through market transactions. New energy projects can directly participate in market transactions by reporting quantity and offering price, or they can participate in market transactions after aggregation. If they do not directly or collectively participate in market transactions, they will accept the prices formed by the market. Improve the medium and long-term market transactions and price mechanisms. New energy projects can fairly participate in medium and long-term market transactions on an annual, monthly, or intramonthly basis in this city. Allow the supply and demand sides to combine the characteristics of new energy output to reasonably determine the quantity, price, curve, and other content of medium and long-term contracts, and adjust flexibly according to actual conditions. Explore and organize long-term transactions. Encourage new energy generation companies to sign long-term power purchase agreements and long-term green electricity trading agreements with electricity users and green electricity demand companies, manage market risks in advance, and form stable supply and demand relationships.
