Joint funders and their related parties shall not act as the implementing unit for projects funded by them. The Municipal Science and Technology Commission signs a joint funding agreement with the joint funders, which includes key areas of support, funding allocation, cooperation period, responsibilities of all parties, etc. The Municipal Science and Technology Commission organizes a management group responsible for discussing important matters such as declaring guidelines, funding plans, and funding allocation proposals, with members composed of representatives from the Municipal Science and Technology Commission, joint funders, and experts in relevant fields.
