In the "14th Five-Year Plan" period, the National Health Insurance Bureau vigorously promotes the fairness and accessibility of the medical security system. The basic medical insurance coverage rate has remained stable at around 95%, with nearly 20 billion people enjoying reimbursement for medical expenses in the past four years. In the upcoming "15th Five-Year Plan", the universal medical insurance system covering 1.327 billion people will undergo a new upgrade, achieving broader coverage, lower burden, and stronger empowerment. Recently, the Director of the National Health Insurance Bureau, Zhang Ke, stated at a press conference of the State Council Information Office that in the past four years, the National Health Insurance Bureau has not only managed and utilized the health insurance fund well, but also actively served the economic and social development, continuously injecting new energy into social progress, public health, and economic development. Professor Qiu Yulin from the Chinese Academy of Labor and Human Resources recently stated at the First Academic Forum on Medical Security and Health Governance at China University of Political Science and Law that in the "15th Five-Year Plan" period, medical insurance should not only promote the realization of the goal of common prosperity but also provide institutional guarantees for the development of new quality productivity. This process requires the development and reform of medical insurance to actively adapt to the requirements of high-quality development, achieve a balance between fairness and efficiency, and promote economic development and improvement of living standards through institutional innovation.
