Wang Haidong, Director of the Population and Family Department of the National Health Commission, stated at a press conference at the State Council Information Office on July 30th that regarding the provision of parenting allowance to infants under the age of 3, the main consideration is that the age of 0-3 is a critical period for children's growth and an important period when families need special support for raising children. Providing support for families with infants under the age of 3 is also a common practice internationally. Taking into account China's development stage and financial situation, the parenting allowance system covers the childcare stage before the age of 3.
