Currently, the Ministry of Transport has initiated a Level 2 response to defend against heavy rainfall and a Level 4 response to defend against typhoons. On the morning of the 29th, ministry leaders dispatched to the transportation departments of Beijing, Hebei, Inner Mongolia, Tianjin, Heilongjiang, Jilin, Liaoning, Shandong, Shanghai, Zhejiang, Jiangsu, Fujian, and Guangdong provinces, as well as the maritime bureaus of Shanghai, Zhejiang, Jiangsu, the Yangtze River Navigation Administration, the Yangtze River Estuary Navigation Administration, the East China Sea Rescue Bureau, and the Shanghai Salvage Bureau. They emphasized the importance of maintaining a bottom line mindset and maximum efficiency, coordinating efforts to defend against typhoons and respond to heavy rainfall, implementing the requirements of "strict implementation and strengthened measures," focusing on key areas, coordinating multiple points, and resolutely preventing any oversights in defense. They must strengthen the response, inspection, and control of roads, and improve the coordination of affected sections within the red and orange warning areas. Efforts must be made to coordinate "coastal defense and river flood prevention," enhance resource sharing and coordination in wind-protected waters, and strengthen the pre-positioning of emergency response forces. Attention must be paid to the safety of port channels, ensuring safety measures for personnel evacuation and equipment protection.
