The National Energy Administration held the second energy regulation working meeting for the year 2025 in Beijing. The meeting emphasized the need to strengthen monitoring and early warning of electricity supply and demand, enhance energy supply security and power supply service regulation, leverage market mechanisms to ensure supply security, and guarantee stable and reliable power supply during peak periods in the summer. The meeting also discussed advancing the construction of provincial spot markets, promoting the implementation of the "1+6" basic rule system, standardizing market rules across different regions, improving the efficiency of market connections at all levels, transaction types, timing, and pricing mechanisms, and ensuring the initial completion of a nationwide unified electricity market by the end of the year.
Furthermore, comprehensive supervision in the electricity sector will be carried out, with on-site supervision outcomes refined and various measures such as interviews, notifications, and administrative penalties classified and implemented effectively to strengthen long-term regulatory mechanisms. Key areas such as coal, oil and gas, and coal-fired power generation will be monitored, with innovative supervision methods employed to reduce inspection frequency, drive improvement actions, and promote the smooth and orderly operation of the energy market. The implementation of the new "Access to Electricity" policy will be refined, and the handling of complaints and reports through the 12398 hotline will be optimized. Efforts will also be made to address electricity supply issues in residential areas supplied directly by non-grid sources, and to accelerate the rectification of frequent power outages in certain areas.
