Shanghai Market Regulatory Bureau said it has not held talks with food delivery platforms.
Some media reports claim that the market supervision department in Shanghai has talked to platforms such as Ele.me and requested them to completely remove "zero-cost purchase" products. According to "Observer" news, the Shanghai Municipal Market Supervision Bureau responded to the media that they did not have talks with food delivery platforms such as Ele.me recently, but only synchronized information with relevant platforms. The Shanghai Municipal Market Supervision Bureau stated that in order to ensure the effective implementation of the newly revised "Anti-Unfair Competition Law" from October 15, 2025, they have carried out legal publicity work for platform enterprises, requiring platforms to follow regulations in carrying out promotions and prevent unfair competition. The new regulation stipulates that platform operators are not allowed to force merchants to sell goods below cost price, and violators will face fines ranging from five thousand to two million yuan.
