Qinghai Province Virtual Power Plant Construction and Operation Management Plan: Encourage virtual power plants to carry out business innovation.

The Energy Bureau of Qinghai Province has issued a public announcement soliciting opinions and suggestions on the "Qinghai Province Virtual Power Plant Construction and Operation Management Plan". The document clearly states that pilot projects for virtual power plants will be carried out. Following the principle of "pilot first, then promotion", typical industries, characteristic resources, and typical industrial parks will be selected to support the pilot construction of virtual power plants in areas such as electric vehicle charging facilities, distributed wind power, communication base station battery packs, and user-side energy storage. This will promote the participation of virtual power plants in various scenarios and stages of long-term, spot market, ancillary services, and demand response in the electricity market, improve the stability of market organization and platform functions, and gradually expand the aggregate resource scale of virtual power plants. Encouragement will be given for virtual power plants to carry out business innovation, provide energy-saving services, design energy solutions, carbon trading-related services, and other comprehensive energy services, in order to broaden revenue channels.
