The Hong Kong SAR Government today published the "Import and Export Ordinance 2025" in the Official Gazette, making technical amendments to the Import and Export Ordinance and related legislation in preparation for the launch of the third phase of the "Trade Single Window" to replace the existing "Government Electronic Trading Services" as the electronic platform for submitting designated trade documents.
A spokesperson for the Commerce and Economic Development Bureau stated, "We thank the Legislative Council for passing the relevant ordinance drafts earlier, providing a legal basis for the implementation of the third phase of the 'Single Window,' which is an important milestone in facilitating trade. The 'Single Window' not only comprehensively updates and improves the workflow for submitting documents between participating government departments and the industry, but also enhances Hong Kong's customs clearance efficiency, helping to consolidate Hong Kong's position as an international trade center and logistics hub. The government is working diligently on the development and testing of the information technology system for the third phase of the 'Single Window,' with the goal of launching services in phases starting from 2026."
