Shenzhen implements the pre-bankruptcy counseling system for three years, providing counseling services to more than 5,000 individuals.

Since the implementation in June 2022, the Shenzhen Bankruptcy Administration has continuously optimized the pre-application counseling service team, standardized the service process, and improved the convenience. It has provided counseling services to more than 5,000 individuals, striving to create a "Shenzhen model" for personal bankruptcy practice. Data related to pre-application counseling shows that about 85% of the counseling clients have relatively stable jobs and income, and about 70% have total debts of less than 2 million RMB. Over the past three years, the role of the pre-application counseling system in guiding debtors to correctly understand the personal bankruptcy system, apply for personal bankruptcy rationally, choose bankruptcy procedures reasonably, and increase the proportion of debt repayment has been further highlighted. The proportion of debtors choosing reorganization and settlement procedures has significantly increased, with the relevant proportion increasing from 27% before the implementation of the pre-application counseling system to the current 82%.
