The Audit Office released the State Council's audit work report on the 2024 central budget execution and other fiscal revenues and expenditures, in which audit recommendations were made to deepen reforms in key economic areas and accelerate the implementation of landmark reform measures. Firstly, deepen the reform of the fiscal and taxation system. Further advance the reform of zero-based budgeting, break the mindset of "base numbers" and the fixed pattern of expenditure; further improve the mechanism for evaluating and adjusting transfer payments; gradually expand the scope of preparing budgets for state-owned capital operations and improve the accuracy of distribution. Secondly, improve the governance system of state-owned enterprises. Optimize the layout of the state-owned economy, urge state-owned enterprises to focus on their main business and industrial focus, and accelerate the establishment of a system for evaluating the performance of state-owned enterprises in fulfilling their strategic missions; improve the refinement and strict implementation of the "three major decisions and one major system", and elevate accountability for decisions that result in serious consequences, penetrating governance.
