The People's Bank of China and five other departments have established a service consumption and elderly care refinance program with a total amount of 500 billion RMB. For loans granted to 21 national financial institutions and 5 city commercial banks that belong to systemically important financial institutions in key areas of service consumption, a refinance can be applied for up to 100% of the loan principal amount.
