Deepening the development of grassroots democracy in rural areas, the draft amendment to the Law on Villagers' Committees has been submitted for review for the first time.
The draft amendment of the Villagers' Committee Organization Law was first submitted to the Standing Committee of the National People's Congress for deliberation on the 24th. The draft amendment consists of 7 chapters and 50 articles, aiming to further leverage the role of villagers' self-governance in grassroots governance, improve the efficiency of grassroots governance, and effectively promote the modernization of grassroots governance system and capacity. The draft amendment improves the composition and responsibilities of the Villagers' Committee, specifying that the director of the Villagers' Committee can be appointed by the village party organization leader through legal procedures, and members of the Villagers' Committee and members of the village party organization leadership team can serve in both capacities; Villagers' Committee members are required to avoid conflicts of interest with close relatives. The draft amendment also improves the establishment of subordinate committees under the Villagers' Committee, adding guiding provisions for the establishment of the Women and Children's Work Committee and the Human Settlement Environment Committee.
