Huang Qifan: Productive service industry is the cradle for unicorn companies, the key focus of the "Eighth Five-Year Plan" is to cultivate four types of enterprises.

On June 21, the China Macro-Economic Forum 2025 Mid-term Forum was held in Beijing. Former Mayor of Chongqing, Huang Qifan, spoke at the forum, stating that during the "Thirteenth Five-Year Plan" period, China should promote the development of productive service industries, especially focusing on cultivating a group of enterprises related to productive service industries. There are mainly four categories of these enterprises. The first category includes 500,000 small and medium-sized productive service industry enterprises. The second category aims to cultivate a group of 50 and 500 leading enterprises in the productive service industry. The third category focuses on nurturing leading enterprises in important products, similar to unicorn giants such as Apple, Huawei, and Microsoft. The fourth category is industrial internet.
