The official stated that the Spanish government is preparing to formally respond to NATO Secretary General Mark Rutte's proposal, believing that there is no reason to further increase the target from the current 2%. The official added that unless Rutte decides to change his tune, Spain will work to block his plan at the summit in The Hague next week.
