The Yangtze River, Huai River and other river basins will face the strongest rainfall since the flood season, the Ministry of Water Resources has initiated a level IV emergency response for flood defense.

This heavy rain process has a wide coverage, high rainfall intensity, and high risk of flooding. Due to its impact, the upper and middle reaches of the Huai River, the middle and lower reaches of the Yangtze River, and its tributaries Wujiang, Qingjiang, Dongting Lake water system, Lishui, Yuanjiang, the upper reaches of the Xijiang River, Red River and its tributaries Lijiang and other major rivers will experience significant increases in water levels. Lishui may exceed the warning level, the upper reaches of the Huai River may experience super warning floods, and some small and medium-sized rivers in the heavy rain areas may experience major floods; in the southern Anhui mountainous region, the Dabie Mountains area at the junction of Hubei and Henan, the Lishui and Yuan River basins, southern Guizhou, northwestern Guangxi, and the tributaries Panjiang and Mengjiang basins of the Xijiang River in Guizhou. The likelihood of flash floods occurring is high. At 12:00 on the 19th, the Ministry of Water Resources initiated a Level IV emergency response for flood defense in 9 provinces including Jiangsu, Zhejiang, Anhui, Henan, Hubei, Hunan, Guangxi, Chongqing, and Guizhou, and dispatched 3 working groups to Hunan, Hubei, and Anhui to assist in guiding flood defense work.
