Facilitate the rapid processing of goods approval and customs procedures for high-level talents of headquarters enterprises that meet the conditions. Support related headquarters enterprises to apply to include imported R&D materials in the "white list" of imported R&D materials for biopharmaceutical enterprises, and enhance the convenience of imports. Support headquarters enterprises to make good use of local incubators, industrial technology innovation platforms, etc., undertake government scientific research projects, and establish professional field technology innovation consortia in cooperation with universities and research institutes.
