Bank stocks outperform the market, reports say the US is considering relaxing capital requirements for bank trading in US debt.

The Philadelphia Bank Index rose by 1.98%. Among the components, major Wall Street banks saw gains, with Wells Fargo & Co. rising by 2.63%, Goldman Sachs Group by 1.91%, JPMorgan Chase by 1.85%, Bank of America by 1.71%, Citigroup by 1.69%, and Morgan Stanley by 1.67%. Prior to this, Bloomberg News reported that the highest banking regulatory agency in the United States plans to reduce the capital buffer of key US banks to avoid restrictions on their trading in the US bond market. The proposal would lower the capital requirements for bank holding companies by up to 1.5 percentage points. The Federal Reserve, the Federal Deposit Insurance Corporation, and the Office of the Comptroller of the Currency are focusing on what is known as the "enhanced supplementary leverage ratio". This rule applies to large US banks, including JPMorgan Chase, Goldman Sachs, and Morgan Stanley.
