Hangzhou seeks public opinions on the detailed rules for creating an international consumer city through the implementation of the "Enjoy now, buy now, return" policy.

To increase the layout of the "buy now, refund now" departure tax refund outlets, the Hangzhou Municipal Bureau of Commerce has openly solicited opinions on the "Implementation Rules for Building an International Consumer City with 'Enjoy Buying and Refunding'". It mentions supporting new outlets: for each new departure tax refund "buy now, refund now" outlet added by 2025, companies will be given a maximum equipment purchase subsidy of no more than 5000 yuan; encouraging scale expansion: for companies with departure tax sales exceeding 1 million yuan in 2025, they will be given a reward of 1.5% of the incremental departure tax sales and 2% of the incremental "buy now, refund now" sales; reducing postage costs: for international parcels in 2025, companies will be given a maximum of 50% support for international postage for single parcels, with a maximum subsidy of 300 yuan per single parcel; promoting inbound consumption: travel agencies bringing tourist groups to shop at departure tax refund stores will receive a reward of 25 yuan per person, as well as a consumption reward of 25 yuan per person.
