The Development and Reform Commission of Chengdu and 6 other departments have issued the "Implementation Plan for the Special Action to Boost Consumption in Chengdu by 2025". It mentions promoting the upgrade of inbound consumption. To enhance the internationalization level of the inbound tourism environment, accelerate the construction of the "Enjoy Chengdu" consultation center at Tianfu International Airport, promote the improvement of language services at key scenic spots, commercial districts, and streets in the city, increase the coverage of bilingual menus in key catering enterprises, and establish 30 overseas panda tourism stations. Continuously improve the functions of the foreign guest payment service center, achieve full coverage of foreign currency exchange points in key areas, organize larger-scale promotions of mobile payment service guides on Alipay and WeChat Pay, and provide convenient use of mobile payment services for foreign consumers. Develop a duty-free economy, promote the completion and operation of duty-free shops in the city within the year, promote "buy now, return now" shops, and continuously optimize the process of departure tax refund services. Increase the promotion and publicity efforts of the tax refund policy, further improve the convenience and satisfaction of departure tax refunds for overseas tourists.
