The Central Committee of the Communist Party of China and the State Council issued the revised "Regulations on Frugality and Opposition to Waste in Party and Government Organs" and issued a notice requiring all regions and departments to earnestly implement it. Chapter IV of the Regulations makes provisions for official receptions, specifically:
Chapter IV Official Receptions
Article 21: Establish a sound domestic official reception centralized management system. The official reception management department of party and government organs should strengthen the management, guidance, and supervision of domestic official reception work.
Article 22: Party and government organs should establish a system of approval and control for domestic official receptions, strictly implement the system of official letters, and not host any official activities without official letters, strictly prohibiting non-official activities from being included in the scope of receptions.
Article 23: Party and government organs should strictly adhere to the standards for domestic official receptions, implement a control system for total expenditure on receptions. Reception units should strictly arrange accommodation for reception guests according to standards, assist in arranging meals and transportation, collect meal and transportation expenses according to the standards. Work meals should not provide high-end dishes, cigarettes should not be provided, and alcohol should not be served. Expenses that should be borne by the reception guest should not be included in the reception costs, and reception expenses should not be diverted or hidden under the guise of holding meetings or training sessions. Reception units should not organize welcome and send-off activities at airports, train stations, ports, or jurisdictional boundaries, and should not orchestrate cross-regional sends-offs. The number of accompanying persons should be strictly controlled and should not have multiple layers of people accompanying. Reception units should strictly adhere to the system of domestic official reception lists, truthfully reflect the reception guest, official activities, reception expenses, accompanying personnel, and other related work support personnel. The reception list should serve as one of the vouchers for financial reimbursement and be subject to audit.
Article 24: The reception of foreign guests should follow the principles of diplomatic service, friendly reciprocity, and practical frugality. The inviting unit should strictly arrange reception activities according to relevant regulations, strictly adhere to reception standards and specifications, and strictly control the expenses of foreign guest groups.
Article 25: For receptions needed for investment promotion and other work at the local level, the standard requirements for domestic official receptions should be followed, with unified systems and standards, strict approval and management, strengthened audit supervision, strict prohibition of overspending or exceeding standards, strict prohibition of expanding the scope of receptions, adding reception projects, or arranging official receptions in the name of investment promotion.
Article 26: Party and government organs must not build, renovate, or expand guesthouses, reception centers, or other facilities with reception functions under any pretext. They must not exceed actual needs in building reception venues under the guise of house repairs. Strictly control and approve the construction or expansion of party education and training institutions, and not use the construction of party education and training institutions as a pretext for building auditoriums or engaging in tourism development. Establish a mechanism for sharing reception resources, promote the centralized and unified management and utilization of reception and training venues owned by government agencies. Improve service operation mechanisms, implement business-oriented management of reception and training venues owned by government agencies, and reduce service operation costs. Actively promote the socialization reform of domestic official reception services, effectively utilize social resources to provide transportation, accommodation, dining, and other services for domestic official receptions.
