State Council Information Office releases White Paper on National Security of China in the New Era
On May 12, the State Council Information Office of China released the White Paper "China's National Security in the New Era", aiming to comprehensively explain the innovative concepts, vivid practices, and achievements in China's national security work in the new era, and enhance the international community's understanding of China's national security. The White Paper consists of six parts in addition to the preface and conclusion, which are: injecting certainty and stability into a turbulent world; the overall national security concept guides national security in the new era; providing solid support for steady progress in China's modernization with Chinese characteristics; ensuring security in development and seeking development in security; implementing global security initiatives and promoting international common security; promoting the modernization of the national security system and capabilities in the deepening reform. The White Paper points out that China coordinates the overall strategy of the great rejuvenation of the Chinese nation with the great changes unseen in a century in the world. The national security situation remains generally stable, making progress while maintaining stability, and jointly upholding regional peace and development with Asia-Pacific countries, injecting reliable stability into a world of uncertainties. The White Paper introduces the overall national security concept as the first major strategic thought established as a guiding ideology for national security work since the founding of the People's Republic of China. It is an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and a significant contribution of contemporary China to the world's theoretical thinking. China's national security in the new era adheres to the Chinese path of national security with Chinese characteristics. It is an overall, systematic, and relative security, with the security of the people as its purpose, political security as its foundation, and national interests as its criterion. It serves and promotes high-quality development, adjusts dynamically with economic and social development, supports further expanding high-level openness, and operates in accordance with the rule of law. The White Paper emphasizes that China's national security resolutely fulfills the major responsibilities entrusted by the Party and the people, maintains the Communist Party of China's governing position and the socialist system, enhances the people's sense of gain, happiness, and security, guarantees high-quality development, safeguards national territorial integrity and maritime rights, ensures the reliability of security in emerging areas, and builds a solid security barrier for the great rejuvenation of the Chinese nation. China attaches great importance to coordinating development and security, aspires to achieve a virtuous interaction between high-quality development and high-level security, promotes mutual enhancement between openness and security, and cohesively upgrades both. China's national security is driven by reform and innovation, with systematic and mechanized approaches as the mainline, establishing an interconnected and efficient national security system, and building practical national security capabilities for actual combat. The White Paper points out that the global security initiative is not only the "security chapter" of the community of shared future for mankind but also the "world chapter" of the overall national security concept. China coordinates its own security and common security, advocates for strengthening global security governance, practices the concept of global governance through consultation, joint construction, and shared benefits, upholds true multilateralism, and promotes the reform of the global security governance system towards a more just and reasonable direction.
