National Development and Reform Commission: Resolutely eliminate obstacles to the fair participation of private enterprises in market competition.

The Promotion Law of Private Enterprises emphasizes ensuring that various economic organizations participate in market competition fairly. Liu Min, Deputy Director of the Private Economy Development Department of the National Development and Reform Commission, stated in the "China Economic Roundtable" large-scale media interview program released by Xinhua News Agency on April 30 that the NDRC will continue to implement and enforce laws, resolutely removing obstacles for private enterprises to use production factors equally and participate in market competition fairly. The "Negative List for Market Access" was recently released, with the number of items reduced from 117 in the 2022 version to 106 in the new version. "The shorter the list, the more active the market, bringing various policy benefits to the development of private economy." Liu Min said that the NDRC will work together with the Ministry of Commerce and the State Administration for Market Regulation to implement a unified national negative list for market access and carry out actions to clean up market access barriers. Liu Min also mentioned that the NDRC will focus on increasing support for the development of private economy with relevant departments. They will further promote the "Credit Easier Loan" work, improve the national integrated financing credit service platform network, promote credit information sharing, optimize land supply processes and links, optimize land resource allocation, improve talent incentives and service guarantee policies, optimize innovation factor allocation, promote technology, data, and other factors to empower private enterprises, and unleash more innovative vitality in the private economy.
